Skipping TV ads violates Japanese copyright law?

Oh man, at least over here in the States the response to increasing DVR adoption is only to
suck consumers bone dry — in Japan they're actually looking at making skipping commercials illegal, as a violation of the country's copyright law. In response to this growing crime wave, The Japanese National Association of Commercial Broadcasters is designating August 28 "TV
Commercial Day," in which they'll nauseatingly regale consumers with all the joys and benefits they're missing out on as they violate the law by taking bathroom breaks.
